dc.description.abstract In the past, economic development was dependent on the availability of physical resources such as land and mineral wealth. The modern world requires human resources development. For economic development people with different skills, training and knowledge are needed. Only education can produce skilled and professional persons. National economies and civic participation are now more dependent on literate citizenry than ever. The study was focused on the evaluation of the literacy efforts in Pakistan. The review of eight five years plans, eight national education policies and many more schemes/ programs reveals that targets to raise the literacy rate could not be achieved. Pakistan is still behind the nations. At the Jomtien conference in 1990, one of the goals was to reduce the illiteracy rate in each country by 50 percent in one decade could not be achieved, as Pakistan's illiteracy rate was 66 percent and now it is 53 percent. It means that only 13 percent illiteracy rate could be reduced in last decade . which are engaged in literacy realistic about what can be constraints. The government agencies, work, need to be more achieved within budget A questionnaire was developed for randomly selected sample of fifty experts to collect the information/opinions. To analyse the data, the researcher carefully fitted the responses in the statistical structure from the findings; conclusions were drawn for the recommendations. en_US
