dc.description.abstract It is a fact that, “It is interesting to see a deaf people can function in the hearing world very well while hearing people cannot function well in the deaf world.” by Gill Eastman The importance of education for every person and every nation cannot be emphasized specially for disable persons to adjust in the society. Recently, the special education institution run by the Government which plays vital role in present education system of Pakistan. Although these achievements in the form of services for impaired children has been insignificant as compared to the need and problem of disability in the country. According to the stages of cognitive development, from birth to 2 years of age children starting differentiates self from objects, from 2 to 7 years of age children learn to use language and to represent object by images and words, the children of age 7 years to 11 years, can think about objects and events, children of age 11 years and up becomes concerned about the future and ideological problems. By keeping in view the above cognitive development approaches and current education system of Pakistan. I have decided to help children by providing them the basic knowledge by the help of making software “The Tutorial System for Impaired Children”. It is an effort to increase the learning experience of children through visual aids. As this is the children psychology that they are attracted more towards animated objects rather than the decent ones. This software provides good learning experience to deaf children through graphical depiction. The software consists of 2D animated character (Tutor) who is teaching sign language (ASL) to children instead of human mentor. We should not neglect special children of our country because they can do everything like normal children can do. I implement this software in “Special Children Education Complex” to make impaired children early learning feasible and effective. en_US
