Abstract:
The internal autonomy of the Gilgit-Baltistan under Gilgit-Baltistan (Empowerment and Self-governance) Order 2009 comes under the criticism from some areas on its implication. The federal government has decided to grant the autonomous status to the region of Gilgit-Baltistan having Chief Minister and Governor in Gilgit-Baltistan. The Peoples party, Pakistan Muslim League and the PML-Q have supported the decision but most of the Nationalist parties were criticizing the Gilgit-Baltistan (Empowerment and Self-Governance) Order 2009. The nationalist parties were of the view that Gilgit-Baltistan is an integral part of the Azad Jammu and Kashmir.
The people of Gilgit-Baltistan are of the view that the Gilgit-Baltistan (Empowerment and Self-Governance) Order 2009 is not sufficient to preserve their rights. They can do legislation on laws which governs them,but the people of Gilgit-Baltistan cannot make profitable laws related to tourism, trade and the laws related to the natural resources present in Gilgit-Baltistan. This research will help in knowing the opinions of the citizens of Gilgit-Baltistan about their constitutional status within Pakistan. This research includes the critical analysis of Gilgit-Baltistan (Empowerment and Self-governance) Order 2009.
The methodology used in this research is based on three folds. The frame work of Gilgit-Baltistan (Empowerment and Self-governance) Order 2009 was evaluated and also qualitative and quantitative study was conducted. The data was also collected from different books on Gilgit-Baltistan and also from different articles criticizing the decision of giving autonomous status to Gilgit-Baltistan.
