dc.description.abstract Desperate times call for desperate measures. In a democratic republic the basic idea of public popular assent is translated into legislation which in turn demonstrates and is a reflection of their ideas and beliefs. National Action Plan represent an instrument of a resilient nation to fight the menace of terrorism which has held the nation by its neck, wreaked havoc and set ablaze the very basic foundations of civilization for decades. National Action Plan is not a grundnorm but a specific apparatus with not so complete compact of the problem-solving measures, but it still addresses the need of the hour. The call of duty at the darkest hour in our national history was to be responded quick and targeted. en_US
