This study examines the evolution and challenges of Pakistan’s local government system through the lens of municipal governance, with a particular focus on the administrative principles established during the caliphate of Umar ibn al-Khattab (RA). The research compares Pa-kistan’s current local government structure with the decentralized, ac-countable, and welfare-oriented governance of the Farooqi era. I review historical sources and Pakistan’s constitutional and adminis-trative developments to understand the extent to which the present system reflects the spirit of public service, justice, and consultation (Shura) that was central to early Muslim governance. Using a comparative methodology, I highlight structural weaknesses, policy inconsistencies, and shifting political priorities that hinder the establishment of a strong municipal governance system, while exam-ining the administrative, social, and citizen-centric principles derived from the Farooqi period |
