Abstract:
The Rawalpindi Development Authority (RDA) Online Encroachment Cell is a modern digital solution designed to tackle the problem of urban encroachments in Rawalpindi. It provides a convenient platform where citizens can report unauthorized stalls. Replacing outdated manual methods, the Cell offers a real-time, digital complaint registration system that is easy to use through a user-friendly web interface. Citizens can submit complaints by filling out a simple form, including the issue’s details, exact location, and supporting images. These images act as evidence and are automatically verified by an integrated Artificial Intelligence (AI) model to ensure accuracy and prevent false complaints. The platform enhances transparency and builds user trust by offering automated email notifications that inform users when their complaint is submitted, reviewed, and resolved. On the technical side, the frontend is developed using HTML5, CSS3, Bootstrap, Angular, and TypeScript, creating a responsive and interactive user experience across various devices and browsers. The backend leverages .NET Core and C for logic processing, while SQL is used to manage data storage and APIs. FastAPI connects the AI verification system to the main application. The entire system is optimized to handle a large volume of complaints efficiently while maintaining strong data security. The system includes a powerful admin panel that allows RDA officials to manage complaints effectively. Features such as filtering, searching, and categorizing help prioritize urgent complaints, ensuring timely action. The centralized SQL database not only supports fast data retrieval but also provides real-time analytics for urban planning. This enables RDA to analyze trends and make informed decisions. By addressing shortcomings in traditional methods—like poor complaint tracking and disorganized data—the Cell sets a new benchmark in smart urban governance. It promotes accountability, citizen engagement, and responsible urban development by bridging the gap between the public and government through innovative technology.
