dc.description.abstract | Begging is a loud, visible, and naked social phenomenon. Legislation in Pakistan is working to combat the beggary and homelessness façade in the country, but the criminalizing and inhumane treatment of poor, helpless vagrants by the police meanwhile eradicating beggary is countering the International Human Standards and Rights of Children. Children are the human capital; exploitation of them by the beggary mafia is harsh and an international debatable topic. These youngsters are mostly invisible to the system and society, despite their presence in city squares, traffic lanes and crossroads, in front of stores, and in parks. However a lot less is studied about their backgrounds, lives, families, and socioeconomic positions, and the underlying reasons of their involvement in beggary are seldom investigated or dealt with methodically. The objective of this study is to analyze law enforcement bodies, authorized institutions and legislative reforms here to verify the successful impact of anti-beggary laws; also the corruption hindering the capturing of criminal beggary rings. International trafficking & terrorism funding which have become the financial consumers of these rings will also be evaluated. Similarly, the possible solutions to save the innocent vagrants who get captured under the provincial law will be discussed. | en_US |
