dc.description.abstract The emergence of the virtual university (VU), an electronic world where students can take courses without physical instruction, seems to he a foregone conclusion. This new kind of university assumes the form of an Internet correspondence school or is composed of intensely interactive courseware that can effectively duplicate the mentoring process. In all true learning environments, no matter what the delivery mechanism or educational interface is, content and student engagement with the material remain key. Without that, there is no quality, and without quality no university, virtual or physical, has any purpose. The objective of this project was to develop the basic infrastructure, or m fact develop the building blocks of an online virtual university, which on the passage of time can become a fullfledged university, offering different courses and also a reliable source of information. The! initiative aim was to provide wider acces$ to higher education by offering a more flexible form of provision on a 'closer to home' and indeed 'closer to work' basis. The system currently is providing the online virtual classroom facility, which includes textual conferencing, the online testing facility, which will act the entry test into the university and last but not the least is the facility of administration section. As a rl!sult of this three kinds of personal have currently access to the system namely students, teacher and the administrators, each having his/her own responsibility in the system en_US
